A loud and boisterous alcoholic, this man of Chelaxian descent was appointed to sheriff by the Governor-Mayor. Along with his right-hand thug....er, man, the two run the sheriff's office, and make up center of the law enforcement within the city. Cubbin also has 6 other rough and tumble guys that he has hired to help him police his streets. The group has come to learn how to relate to the citizens of Diamond Lake in a way that they easily understand; usually with little tact or subtlety.

Sheriff Cubbin takes particular vested keen interest in visitors; especially in unusual visitors. He does a remarkable job of not allowing them to feel comfortable or welcomed. He seems to have a keen interest with the mine managers as well - especially Balabar Schmenk and Gelch Tilgast. The town police don't seem to care one bit about crimes committed against the mine manager's agents and employees; but decorum insistes that they persecute overt crimes committed against the managers themselves to the full extent of the law - whatever that happens to be that week. Of course, no one will dispute that the strategic use of money can assist in just about any legal predicament with the sheriff and his men.

It is quite obvious that the sheriff does not appreciate strangers, or change occuring in his town. He likes predictability and things the way they are and abhores the concept of someone or something coming in to disrupt the balance of power in Diamond Lake. Few like or respect the sheriff; but no one can disagree with the fact that he has all the right connections to make him one of the last people in Varisia to have as an enemy.
